3 men charged in alleged ‘cash-only’ card scam at West St. Paul Target Three Michigan men were charged Thursday with swindling a Target store in West St. Paul out of $4,500 worth of goods by using phony “cash-only” transaction cards in a scam police say is playing out across the Twin Cities and elsewhere.The men are also suspected of conning Target and Walmart cashiers in five other metro-area cities over the past week, according to police.“We’re pretty confident that it is part of a larger organized crime spree,” West St. Paul Police Chief Brian Sturgeon said Thursday, noting the three suspects are from out of state and that one has felony theft warrants out of Florida and Washington.Officers were called to the Target along South Robert Street just before noon Tuesday on a report of a theft in progress. Suspected grand theft auto suspect leads CHP in pursuit out of Riverside Authorities with the California Highway Patrol were in pursuit of a driver suspected of grand theft auto out of Riverside Thursday night. Law enforcement agencies in the Inland Empire initiated the pursuit, where the driver was clocked at speeds near 100 miles an hour. CHP picked up the pursuit as it traveled on the westbound 60 Freeway, before it transitioned to the southbound 57 Freeway through Lemon. The pursuit suspect then moved back to the westbound 60, and later the westbound 10 Freeway toward Santa Monica. There were at least two or three CHP cruisers in pursuit as the chase pushed very high speeds and the pursuit suspect weaved through traffic, nearly losing control at times. CHP ground units made the decision to back off, while law enforcement tracked suspect by air. Sky5 was overhead.
